P&L Ownership for Technology Leaders: Running a $35M Budget Like a Business — Sufi Khan Sulaiman

Most technology leaders are promoted for technical excellence and then expected to manage multi-million-dollar budgets with no formal finance training. I've managed $35M+ at FLIR Systems, $2.5M at Cosmo Music, and P&L ownership at 1C Platform. Here's what I've learned.

The Mindset Shift

Technical leaders think in terms of capabilities: "we need better production monitoring strategy." Business leaders think in terms of outcomes: "production monitoring strategy reduces incident MTTR by 40%, saving $150K annually in customer credits." The translation between these worldviews is the job.

Every technology investment has a business case. If you can't articulate the ROI in business terms, you either don't understand the investment or it shouldn't be made.

Budget Architecture

At FLIR, the $35M budget broke down roughly as: run costs (60%) covering cloud cloud infrastructure design, licenses, SaaS tools, and maintenance; growth investments (25%) for new product development and platform improvements; strategic bets (10%) for emerging technology exploration; and contingency (5%) for incident response playbook and unplanned shifts. The allocation percentages matter less than having explicit categories. Without categories, budget pressure always pulls everything into run costs and starves growth.

Vendor Management as a Competitive Advantage

At FLIR, we managed partnerships with Microsoft, Google, AWS, and 40+ software vendors. Multi-year commitments earn discounts of 20-40% but lock you in commit only when you're confident in the roadmap. Benchmark annually. At Lorex, I renegotiated our AWS contract and reduced cloud infrastructure design costs by 28% without changing architecture purely through commitment restructuring and reserved instance optimization.

The Board Presentation Framework

When presenting technology budgets to boards, answer four questions: How does technology spend compare to revenue (the ratio, tracked over time)? What would happen if we cut by 20%? Where are we over-spending relative to peers? What are the top 3 risks if current investments aren't made? Answer these four questions and your technology budget presentation will be better than 90% of what boards see.
